"Access to Cash" is a UK-wide initiative established by the Government and UK banks to consider people's cash needs for the next 5-15 years. Its main objective is to ensure that there is a fair and inclusive system that gives all consumers access to cash, regardless of their personal circumstances, for as long as necessary.
Hay-on-Wye is just one of 9 towns across the UK chosen to pilot this initiative and try new schemes designed to help people access cash. One of the initiatives in Hay has enabled businesses in Hay to offer cash back. Businesses are offered £50 a month to offer the service, to help cover costs.
By law, consumers still have to make a purchase in order to get cash back. So in Hay, a collectable Hay-on-Wye postcard has been designed that costs 1 pence. So even if you don't make a purchase directly from participating businesses, you can still access cash back for this nominal fee.
